Miriam Cates MP hosted in February a well attended Zoom parliamentary launch of the new Care and Tax and the Family report on the taxation of families in the UK and other OECD in 2019.

Some in the poorer half of the population pay higher rate tax and are also liable to the HICBC. Families in poverty pay more tax than people in the top 20% and that the government takes back from families 75p of every pound of new income. No other country, he said, treats its families this way. Leonard Beighton made the case for a move from the taxation of individuals to household taxation as well as a number of short term changes including action on the High Income Child Benefit Charge and an increase in child benefit.
