New Research paper

Important new research by Tax and the Family challenges the widely held view that it is the better off who bear the biggest income tax burdens. If income is measured on a household basis we find that it is households with children in the less well off half of the population who often bear the biggest share. People who are less well off are taxed as if they are rich and some who are rich are taxed as if they have modest incomes.
